Whats the most dangerous country for a tourist to visit in South America?

For muggings, aults and killings basically. People keep saying Venezuela or Colombia... is that true, or jibberish? Oh and if its so dangerous there... why don't they put more police out or something? Are they that stupid to not know that they can make it safer for tourists if they put more police out?
